Shekhar Salkar is right. LIC should not divide the cost of premiums for smokers 
with non-smokers. Life insurance companies in the rest of the world charge 
higher premiums for smokers because of the higher risks of cancer, heart 
disease, stroke, etc. in them. There is nothing wrong with Shekhar's logic. 
Risk is always factored in the calculation of premium. Since everybody in Goa 
is subject to the risk of death from road accidents, this risk would be equally 
shared by everybody and reflected in the standard premium. Since everybody is 
not a smoker, it is unfair for non-smokers to take on the higher risk and 
consequent higher premium of smokers, especially since smoking is a willful act.
