How to dress properly for church is addressed in James 2
Here it is:
" 1 My brothers and sisters, believers in our glorious Lord Jesus Christ must 
not show favoritism. 
2 Suppose a man comes into your meeting wearing a gold ring and fine clothes, 
and a poor man 
in filthy old clothes also comes in. 3 If you show special attention to the man 
wearing fine clothes 
and say, “Here’s a good seat for you,” but say to the poor man, “You stand 
there” or “Sit on the 
floor by my feet,” 4 have you not discriminated among yourselves and become 
judges with evil 
thoughts?"


If I have understood the above properly, I think that a poorly dressed woman 
too should not be 
discriminated against :-) 

On a more serious note, the people who do discriminate against them are the so 
called Christians
who have yet to understand the central teaching of Jesus Christ, i.e.:
"Love your neighbour as you love yourself." 

The lost in the wilderness people are those that have to keep on making rules, 
and more rules, 
and worst ones come when there is no one to challenge them.
