This is merely a cold and abstract exercise and unpractical to most of the Goan diaspora i.e. NRI -Goans (non Indian passport holders) living in the U.K., Canada , the U.S. etc for whom let's face it, there is NO going back to Goa/India (unless , of course , the Mayan disaster strikes this December)
In the above named countries, Goans who are settled there are mostly from East Africa,Gulf countries, and a substantial number hail from Goa/India and Pakistan. Accepting that under the international law , one can claim citizenship based on the fact that one's parents, or grandparents were born in a particular country like the Portuguese entertain applications from Goans to their citizenship , what would be the fate of Goans who want to migrate back to their motherland albeit for a short duration Anthony D'Souza of Toronto whose parents and grandparents were born in East Africa would be in a difficult position to prove his Goan origins to any Indian consulate.Joseph Fernandes of London whose parents were born in Mumbai might not have any problems.
