Thanks Rose. Yes, I had seen that but it is only a mild distraction: 1. Jerusalem is not a country. 2. The proposal has not been implemented as far I am aware. 3. Jerusalem's proposal was for unoccupied property with overseas owners. Goa's proposal is for owners outside the State even when the property is occupied. 4. The scale of the charges is probably less than the $4,000 to $10,000 p.a.
In any case are you suggesting that the Goa proposal is justifiable? And do you have a magic wand to make it law? Back to the drawing board!
