The answer to the question "Can Goa expect Good Governance?' is YES, in deed
it can.
The criterion is: "Goans must be ready for it"
Are they??

Subject: [Goanet] PUBLIC MONEY CANNOT BE POURED DOWN THE DRAIN
You are right. In an era of Good and Able Governance, there should not
cheap gimmicks of the CM, Minister or MLA laying foundation stones,
inaugurate hot-mixing of roads, inspecting bridges and checking out
toilets as it is a loss for the public. There is an executive machinery
paid by the public to carry out these routine tasks of inspection and
repairs. Either get the executive wing to deliver or have the courage to
sack them.
Good Governance is about Zero complaints from public. Can Goa expect Good
Governance?
