Surely the Centre cannot dictate, stating the spoils of war! Dabolim was a Civilian Airport and should remain so. The Navy has a big facility at Karwar and they should move there a.s.a.p. - like yesterday. Having the facility at Dabolim makes Goa a legitimate, hit-list strike potential.
