In the enclosed item, it would seem that the commission has blamed only
Narvekar for the mess.  In fact, there seems to be a clear breach of
responsibility by others.   For example, if the accounts have not been
submitted, the treasurer, should also be held responsible.

The Justice ML Pendse Commission which inquired into the 2001 Ticketgate
scam during the One-day International between India and Australia has ruled
that then Goa cricket association (GCA) president Dayanand Narvekar "treated
the association as his personal property and contributed to financial
illegalities".

 The Pendse Commission was asked to inquire into the associations'
activities between 1997 and 2002 and the commission discovered-through the
deposition of then sports authority of Goa executive director VM
Prabhudesai-that GCA had not submitted audited accounts to SAG for three
years.

 "It is obvious that the GCA did not get the balance sheet audited every
year nor did it think proper to forward the same to the SAG with a view to
cover up the wrongdoings.

 "The list of the members was not maintained and it is not known who are the
members of the association entitled to participate in the general body
meetings. The minute book is not maintained so it is not possible to
ascertain whether any meetings were held and resolutions were passed," the
commission noted in its report which has now been accepted by the
government. The commission concluded that "it is inescapable that the
association was functioning in total breach of the rules and regulations
framed by the GCA".
