To reconfirm what I heard on TV channels, I enquired with my friend circle which confirmed to me that Manohar Parrikar had said 'I've not taken any decision on Dr. Padwal's resignation.'
I cannot comment on what Aires heard, when and where? Based on what I heard, amounts to Dr. Padwal tendered his resignation; accepting or not accepting or not taking decision is not Dr. Padwal's business! If I'm not wrong, I even heard CM at the same press conference, immediate after his cabinet meeting of Wednesday, 25th Sept. 2012, saying, 'We have formed a three member committee to suggest suitable candidates for Lokayukta, dy. Lokaykta, and Information Commissioner." In fact it is in this conference he spoke about not taking any decision on IC's resignation. It is this cabinet meeting that cleared recruiting 36 vacancies for Lokayuktat's office - information regarding this meeting also appeared on local dailies - reference: Lokmat dated 26/9/2012, page 2. The news that is carried about this meeting in that paper is dated 25/9/2012. Subsequently, news about three member committee appeared in local dailies dated 26/9/2012 on 27th September 2012 issues. Chief Minister Manohar Parrikar had initially selected educationist Pandurang Nadkarni as the State Information Commissioner but after it was publicly revealed that he had passed SSC only after multiple attempts, Mr. Nadkarni himself backed out from the race for State Information Commissioner. The Goa government then by an order issued on 19th July appointed Dr Pradeep Padwal. He took over as State Information Commissioner on August 10 after being administered the oath. His appointment was however challenged before the Bombay High Court on the grounds that Dr Padwal did not have any knowledge and experience of law and did not have the required High Eminence in public life as a Vigilance case is still pending against him. Dr Padwal however resigned on September 13th after the Supreme Court ruled that Information Commissioners should have a judicial background. The Bombay High Court at Goa on September 26th disposed the petition against Dr Padwal after the Advocate General of Goa informed the Court that Dr Padwal had already resigned as State Information Commissioner.
