CII Budget Comments



“The finance minister has done a good job in focusing on infrastructure 
development and employment generation which will be positive triggers for the 
economy. The various EGovernance measures in the budget speech will hopefully 
plug revenue leakages and improve compliance. 

 

Lot of thrust has been put on tourism related projects which in the long run 
could generate additional revenues for the state”

“The Hon chief Minister has balanced a well thought of budget with a thrust on 
employment, skill development and infrastructure building.

 

While it is a budget with an outlay crossing 5 digits for  the first time, at 
over Rs 10000 cr, the Hon CM has also struck a very optimistic note on 
estimating a 12% GDP growth this year. Notable also is his emphasis on the 
Green Cess which is proposed by him and which has been a CII focus initiative 
also through the year.

 

The budget has laid emphasis on uplifting the quality of education by proposing 
a counsellor in all Secondary and Higher Secondary schools and a promise to 
look into the Medium of Instruction issue in a time bound fashion. We also 
welcome his initiative of providing for a provision of Rs 2 cr for existing 
pre-primary schools in Konkani and Marathi and another like amount for adding 
another 68 such schools. The 100 cr allocation for Technical Education is a 
welcome move.

 

Agriculture which seems the Hon CM’s dear subject has found a special place in 
the budget especially Dairy production and schemes for animal welfare.

 

On the VAT front, the Honble CM has given due attention to certain lacunae that 
existed earlier esp those concerning the Input Tax Credit and stringent 
enforcements against tax evaders.

 

For Tourism, the refund of VAT on purchase for outbound foreign tourists is in 
line with many other countries around the world. The CM has also been very open 
to consider the issue of providing additional FAR for Hotels with an additional 
charge to enhance and boost bed capacities. The grant of Rs 128 cr for Tourism 
development should kickstart the infrastructure buildup facilities of the State.

 

Panaji city should be happy with the grant of Rs 30cr for city development 
since a comprehensive plan for the same is already on the drawing board and the 
monies would be put to effective use at the earliest.

 

The Budget has not thrown up any jolts either to Industry or to the common man. 
This had been an amazing exercise by the CM to subtly mop up additional revenue 
under the scenario of the fiscal shortcomings following the mining ban.  A 
number of Industry issues still remain unattended. A positive attitude to 
business and industry is what matters. Our Honble CM has shown the way this 
time around”.
