Seb, you have a point.  Being a resident in Dubai you are the best person to 
know the reality.  I agree with you that even in London the posh places of 
tourist interest are awesome and very clean  viz. Buckingham palace, London 
bridge, etc. while places inhabitated  by immigrants like Southall etc. are 
just like being in some of the filthy places in Mumbai and not better places 
like Nariman Point, Churchgate, Ballard Estate etc.

However the fact cannot be denied that the same Indians abroad and back home 
are a different breed altogether.  At home they would consider their right to 
dispose garbage/litter and just piss and shit wherever they feel like.  

I feel as a first step there there should be more importance to cleanliness  
and education given in schools and   publicity in general given to it so that 
with awareness a small beginning  in whatever way could be made by all.

While you all are just guests in Dubai, I have lived my life for a decade
here.
 
Both are right... Should know, from a tourist point of view.. the places
will be clean, only those area a tourist visits. Other than that it is what
Dr Ferdinando says...
 
Advertising the world won't help here.. Pick the broom and clean GOA:-)
