The brouhaha about the impending re-distribution of ministerial portfolios
has taken some space in today's Navhind Times and OHeraldo, but has been
rightly given a wide berth by Times of India [Goa] and the Gomantak times as
insignificant news to be published. The Goa Su-Raj Party commends the
respective managements of these two newspapers for considering the
re-distribution of portfolios being the internal matter of the Government
that does not warrant any wide publicity, but only to make them aware about
the infighting for the plum portfolios.
Goans can see the how ministers are clamoring for those portfolios which
will be beneficial for them to expand their vote-banks, ensuring their win
at the next hosting with headlines like these:
NT- "3 Ministers expected to lose major portfolios in reshuffle".
H - "Ministers eyeing plum portfolios?"
Contrast the above system of dishing out goodies, making the CM as the whole
and sole Majordomo in the field to pat his favorites on their backs and sock
those who he likes not in their noses, with the system designed by GSRP:
The distribution of portfolios [all] will be one of the secondary tasks in
the Party Convention [after the election results are declared] which
convention will select the CM as well as the Cabinet of 5 in one go and
also distribute all, repeat all, portfolios to the 5 member cabinet at the
outset, giving just one week's time for portfolios to be interchanged
between ministers if they so want before sealing the portfolio charts for
the next five years, where the Ministers may change but their portfolios
will not.
At the Convention:
Electoral College will be the composed of the Party Executives,
Constituency Working Committee delegates [2 for each constituency] plus 10
rank outsiders possibly but erudite personages of Goa, irrespective of their
party affiliations. Elected representative only sell themselves to the
electoral college but cannot choose themselves any positions. Portfolios
will come as a matter of collective choice thro' selection of a chart of
portfolios on offer i.e. 5 charts where portfolios are evenly distributed.
All elected representatives may contest but only 9 will be short listed by
the electoral college in the first ballot.
The second ballot will select 5 out of 9.
The highest scorer in votes in the second ballot is the CM, the rest 4 being
the minister's in the 5 member cabinet.
CM's chart of portfolios will have 'Finance' and 'Home' and this chart will
be handed over to the CM elect by the chairperson of the convention.
CM elect will then take the chair and call on the next highest voted
minister to choose from the remaining 4 charts until the last is taken by
the 5th member of the cabinet.
One week will be given for ministers to swap the portfolios among themselves
before they are sealed and published.

Let the Goan public decide if this is what it should be. GSRP considers
every one of it's contesting candidates as CM category candidates.
