Gogol, Margao GOA 403602 0832-2759555 09868181344 09422439990 12th November, 2013 * GOA CM HAS NO RIGHT TO FIX ANY DATE FOR INAUGURATION OF NEW DABOLIM AIRPORT TERMINUS- Shantaram Naik * FOR THE FAVOUR OF PUBLICATION Mr Shantaram Naik M.P. in a statement issued today has said that Civil Aviation Ministry has not fixed any date for the inauguration of Dabolim Airport Terminus Building, and that, the date announced by Goa Chief Minister is without authorization . Mr Naik, in a statement issued today has said that airports and related subjects do not fall within the ambit of State government as these subjects are included in the Union List. It is strange, Mr Naik said, that Goa CM has dared to announce a date for inauguration of new Dabolim Terminus Building when CM is not the authority to do it. Mr Naik said that 19th December, in fact, would be an ideal date but question is that the date has to be decided by the Chairman of Airport Authority in consultation with the Union Civil Aviation Ministry and, I learn that the Civil Aviation Ministry has 3rd December in mind as the date for the inauguration. But, Mr Naik said, he is not sure whether that date will be acceptable in view of Old Goa Feast. Referring to another issue of IPS cadre appointments, with respect to which, CM of Goa appears to be at loggerhead with the Union Home Ministry, Mr Naik said that Goa requires a separate cadre of All India Services but all the successive State Governments have opposed the concept. There was no practical support available to my demand from the local Governments, even during Congress regime, although , Congress Government headed by Digamber Kamat had taken some positive steps in that direction, at the fag end of his term. The old argument, which Home Ministry took that Goa is a small State and hence an independent cadre will not viable, has vanished in thin air, Mr Naik said. Mr Naik said what is the sense in Mr Parrikar confronting the Union Home Ministry when he is not availing the facility of an independent State Cadre , which he could have got when, recently, Manipur and Tripura got separate cadres for the *Indian Administrative Service <http://timesofindia.indiatimes.com/topic/Indian-Administrative-Service>*(IAS), Indian Police Service (IPS) and Indian *Forest Service <http://timesofindia.indiatimes.com/topic/Forest-Service> (*IFS). Mr Naik said that Shri Mullapally Ramchandran, Union Minister of Sate for Home Affairs told him during the debate on Manipur and Tripura bill, that Goa Government had informed his ministry that they are not interested in having a separate cadre for Goa. Mr Parrikar, therefore, should understand that Union Home Ministry is the cadre controlling authority for Union Territories Cadre and, therefore, he should stop crying like a child, Mr Naik said. Further , Mr Naik also stated that Union Government has not given any money for the construction of any National Highway in Goa. The money claimed to have been recently given to the State Government is for internal roads and mantainance of National Highways with respect to which, strict vigil is being maintained by the Union Government.
