For, the stray dog population has increased manifold since the High Court ban on killing dogs came into force three years ago. Two days after the Margao Municipal Council issued a notice requesting the general public to approach the NGO, Goa Animal Welfare Trust (GAWT), to deal with rabid dogs, GAWT has termed as misleading the MMC's notice saying it was neither consulted nor has its consent been taken before the civic body issued the statement.
