I think bundling the newest 4.3 series release would be fine; I'm running a (slightly older) 4.3 release here right now, and it's perfectly stable, even if it is called a development release. CJK is probably a bit far to go in one step, especially without any native users around (that I know of?). Getting kana input in Xorg up and running is hard enough, let alone the console.
