But if you can get away with just a single module, then do :) Because submodules are dependencies nonetheless, and with them comes the overhead of managing those dependencies. Clearly with modules that process is made much simpler, but there's still overhead. The process of managing those dependencies is different compared to them living in separate repos (in some respects it's more fiddly); but it's still a process that needs to be followed vs no process at all (because everything is on the same version "train")
