Description of problem:
The standard Fedora 21 package manager, dnf, is not present on the Fedora image
on dockerhub.

How reproducible:
Every single time.
Steps to Reproduce:
1. docker run fedora:21 dnf
Actual results:
exec: "dnf": executable file not found in $PATHFATA[0000] Error response from
daemon: Cannot start container
6faa6c269a7038fa01f99e15edf69d2000b0e330962877d294c891b2cc564a3b: exec: "dnf":
executable file not found in $PATH
Expected results:
dnf found and works.
