I'm assuming it means the first and also refers to the 
calculation of the tiebreaker (underscores in your program 
don't affect it).
The rules say that the input consists of letters, digits, 
whitespace, and punctuation (. , ; : ' " ( ) & /), so 
underscores should not be present.
