If you're building a standalone (desktop) application, you will want  
to use the RESTful (Flash and other non-Javascript environments in the  
docs) side of the API.  But yes, you can use the API for your  
application as long as you continue to abide by the terms of service.   
And since this is the only public API that Google offers, it's  
probably your best shot outside of striking some exclusive deal with  
them.
