The Language API was not designed to translate entire sites, but sure,  
this would be valid use as long as it's done within the terms of  
service.  To my knowledge, there are no practical rate limits (aside  
from what Google certainly has in place to prevent DOS attacks, etc.,  
which I personally have never encountered).  In general, the only  
major limitations that you'll really find in your application are (a)  
you can only translate up to 5,000 characters (NOT words) at a time  
and (b) you can't store the translations for more than fifteen (15)  
days.
