The dev team has provided no guidance regarding the time frame for processing such requests. And worse, they haven't outlined how (or even if) they will respond if requests are denied. And as others have pointed out this morning, there is a very real possibility that additional quota will be subject to fees, much like additional quota for the Custom Search API.
