Unfortunately, the News Search API prohibits the use of "any robot, spider, site search/retrieval application, or other device to retrieve or index any portion of Google Search Results or to collect information about users for any unauthorized purpose" (section 1.4, bullet 13). While I am not a legal expert, I am pretty sure that this clause essentially bans an application such as you describe.
