There are (currently) no costs associated with the use of the Translate APIs (v1 or v2). However, there are branding requirements (i.e., you must include the "powered by Google" branding in proximity to translations), cache limitations (i.e., you can't store a translation for longer than 15 days), usage requirements (e.g., you can't use robots, spiders, or other applications to submit automated queries), and more. Also, depending on which version of the API you choose to use, you will need to contend with either dynamic throttling or a hard limit on the number of characters you can translate and/or requests you can make per day.
