No, I'm not sure that you'll be able to get the information you want from the 
University program. I'm not a professor at a university, so I can't use the 
thing. Therefore, I don't know what it offers. As far as a feed is concerned, 
you may be able to pull a feed for a given search query using the Feeds API, 
but there will be some drawbacks. First, it probably won't be exactly the same 
as the cluster url that is returned from the News Search API. And second, there 
will be some delay in updates to the feed. The Feeds API caches feeds 
internally for at least an hour, meaning that if realtime results are important 
to your application, you're going to be out of luck.
