The APIs formerly known as the AJAX APIs utilized a key which was specific to the site or URL they were used on. They did not, however, REQUIRE the key. You could utilize them without the key simply by leaving the key argument out of any request to the API. The key does have a number of benefits, though. Among these are that the usage limits are relaxed somewhat. To obtain a key for a non-web application for these APIs, it is recommended that you create a web page that contains some basic information about your application, including its general function and your contact information in case Google has reason to contact you. There are a number of free hosting services out there that can host such a page. NOTE that, if you're going to use an API key, the required HTTP_REFERER header that you send MUST match the url you used to sign up for the key.
That said, ALL of the AJAX APIs have been deprecated and will be discontinued no later than May 2014. Some of these have successors already announced, but others do not. For instance, the Web Search API is being succeeded by the Custom Search API. These new APIs run on a different backend platform which requires a different style key which is not URL specific, but application specific.
