There is no published hard query or rate limit on the Feeds API. There are, however, some dynamic throttling mechanisms that attempt to thwart abuse. The details of these mechanisms are not really public knowledge, but they have told us that they work on a "per-user" basis. Since it would be exceptionally difficult to reliably distinguish between individual end users behind a NAT firewall, for example, it would seem safe to assume that the limits are per IP address.
That said, there are indications that, eventually, the Feeds API will probably be migrated to the new API infrastructure (which powers the Custom Search API and a number of others), at which point any limits would be on the application level (i.e., against the API key).
