The Image Search API will return only up to 64 results across 8 different "pages" of results (i.e., 8 pages x 8 results each = 64 results). There is no way to return all of the image results.
The API's TOS ban applications such as robots, crawlers, and similar, which make automated queries of the service. Granted, the team has been cranking down on the throttling mechanisms designed to detect and thwart these queries, but the only time I've heard of anyone having trouble with it is when they are submitting large quantities of nearly simultaneous requests (e.g., sending a large batch from a programmatic loop). Given that the API has been deprecated, I would not expect the throttling mechanisms to be relaxed. And I've never heard of anyone who successfully circumvented them except by waiting for the ban to be lifted. Jeremy R.
