You can use the service in a commercial application, but there are some 
caveats. For example, you are not allowed to charge your customers for use of 
the Transliterate service, modify transliteration results, make transliteration 
the primary (or only) content or function of the application, or use a 
robot/spider/etc. to submit automated queries. These are just a few examples; 
you should read the entire TOS to ensure that your use will comply.

Also, you should be aware that the Transliteration API has been deprecated as 
of the end of May 2011. The deprecation policy, detailed in the TOS, ensures 
that Google will take reasonable steps to maintain the service for three years 
from the date of the announcement. However, there is also the loophole that, if 
those measures become commercially unreasonable, they can shut the service off 
at any time with or without warning. So, best case scenario, the 
Transliteration service is shut down in May 2014. You will need to consider 
that in your development process.
