I am not aware of any reason why jquery 1.6.4 would be returned non-gzipped. Can you please send details on how you made the request that returned the non-gzipped reply? Though this is clearly not indicative of all ways of making the request, I just fired up Chrome and turned on Developer Tools with View -> Developer -> Developer Tools, then made a request for the URL you sent. The response headers contained: "content-encoding: gzip". Hopefully that means that in at least many cases it's still being returned compressed. Thank you, and please let us know more details!
