To use the API without a key, you just don't supply one. If you're using the 
JSAPI loader, you simply don't supply the key when you load it initially. In 
other words, rather than loading http://www.google.com/jsapi?key=XXX you load 
http://www.google.com/jsapi . If you're using the RESTful side of the API, you 
simply don't supply the key parameters with your requests. Otherwise, usage is 
as described in the documentation.

As for publicly accessible feeds, that simply means that the feeds that you 
access via the API must be accessible from the web. The API can't access feeds 
which are behind a firewall or password wall.
