If you activated the API from the Console, as you say that you have, then this may be related to similar issues which have cropped up in the Translate API since it was migrated to a paid service. Adam Feldman or another member of the dev team will need to look into it. I can almost guarantee that, in order to do that, they're going to need your project ID, which can be found by going to the API Console, viewing the configuration for the project in question, and then checking out the end of the URL.
