This is a known issue with the deprecated Web Search (AJAX) API. Namely, the API will simply drop some results. Google has never offered an official explanation or solution to the problem, so it stands to reason that it is actually by design, probably as a means to discourage people from abusing the API in SEO applications and prevent sites utilizing the API from cannibalizing traffic to Google's primary properties. There is no known (legal) workaround.
