You don't need a key for most of the old "AJAX" APIs except GMaps v2. If you're 
using a newer API, you will need to obtain a key through the APIs Console. Of 
course, it's tough to say which of these applies to you because you haven't 
told us exactly which API you're trying to use. If you're having a problem with 
the API Console, though, I'm sure the team will want to hear about it.
