With the deprecated Web Search API, there is no hard query limit, but there is 
a dynamic throttling mechanism which is triggered by large volumes of requests. 
There are a few things you can do to increase the throttling thresholds (e.g., 
include an API key and userip parameter with every request), but there are 
caveats to that. First, you can't get an API key anymore, and in fact, they may 
have closed that workaround entirely. Second, the reality is that the API has 
been deprecated and, as such, Google is gradually clamping down on the number 
of requests you can submit. So any improvement or workaround will probably have 
only temporary effects. And the third, biggest caveat is that this all assumes 
that your use of the API is within the bounds of the TOS. Namely, the TOS 
prohibit the use of robots, spiders, crawlers, and other applications which 
submit automated queries (e.g., SEO applications). And to be perfectly frank, I 
don't recall seeing more than just a couple of applications which ran into the 
throttling mechanisms which were not of this variety.
