You can easily build an application such as you're proposing with the News 
Search API, but it has been deprecated and will be discontinued no later than 
May 2014. Further, the API's TOS explicitly prohibit the storage of search 
results in any way except as the result of a user "clipping" the result.

That said, the API documentation can help you figure out how to implement the 
API in whatever language and environment you prefer.
