There is no hard and fast limit on the Feeds API. There are dynamic throttling mechanisms in place to prevent abuse, but for all practical purposes, you'll probably never have to worry about them. That said, you should be aware that the Feeds API actually pulls a feed and caches it. So if you're polling the API simply to get updates for your feeds, it is essentially useless to do this more than once per hour because, generally speaking, that's all the more often the API will refresh its cache.
