When I ping that url, I get a suspected TOS violation message. This may be an error on Google's side, but given that we are now nearly three months past the Local Search API's sunset date (the service's deprecation was announced on November 1, 2010), I think it's probably fair to assume that the sun has set on the Local Search API.
