My understanding is that, as with all Google services, the hosting of the JSAPI and its related services is distributed around the globe. However, they don't exactly publish a list of all their data center locations.
To answer your question, the best way I can think of to tell if a user is in China would be to utilize the HTML5 ClientLocation functionality baked into the browser.
