Projects created with the plugin's "New Web Application" wizard are not J2EE projects (by default), which is why you don't have the options to create a new servlet, etc. You can get around this by hacking up the project and classpath files, but an easier way to go about it would be to start out by creating a new "Dynamic Web Project" and adding GWT/App Engine to it after the fact.
