Bruce, an "application" is the fundamental unit of isolation in App Engine. There are no guarantees that two applications will be available in the same data center, let alone loaded onto the same servers. Each application can have more than one administrator, so it's unclear how any automated grouping of applications based on their administrator list would work.
Is there a reason you can't just deploy all of the code you need as a single application?
