How can I make it so that the conent-disposition in the http header is not 
stripped by GAE cloud serviecs?

A recent change to app engine has caused the content-disposition line in the 
http header to be removed when running in the cloud. It works just fine on the 
local dev server and worked in July, not sure when it august it quit working. 

The Content-Disposition header is being removed on the production server.  Ref: 
opendatakit.appspot.com -- go to the Submission / Export Files sub-tab.  The 
files available for download on this page are missing their Content-Disposition 
header.  This was working several days ago.

Using 1.5.2 locally.  I have the following headers in the response for a 
file-download request on my local server:

(Status-Line)   HTTP/1.1 200 OK
Content-Type    text/csv; charset=utf-8
Content-Length  1203
Content-Disposition     attachment; filename="Geo_Tagger_v2_results.csv"
Server  Jetty(6.1.x)

In production, I have the following headers:

(Status-Line)   HTTP/1.1 200 OK
Content-Type    text/csv; charset=utf-8
Content-Encoding        gzip
Vary    Accept-Encoding
Date    Fri, 19 Aug 2011 19:11:21 GMT
Server  Google Frontend
Cache-Control   private
Content-Length  293

i.e., Content-Disposition is missing.
