Bloog is MIT license and cpedialog is open source as well. You can check out all the open source software for App Engine over here: http://groups.google.com/group/google-appengine/web/google-app-engine-open-source-projects I didn't incorporate a forum or rating into Bloog, but it has Tags with a memcached, sharded counter.
