Concerning the quota requests, in general, you can apply for an increase in your quota by using our request page: http://code.google.com/support/bin/request.py?contact_type=AppEngineContact However, currently we are not able to lift the 1MB file size quota. We are currently working on solutions that would allow users to host larger files, and it's something we are interested in supporting in the future.
