I'm not promoting this site, but I thought I'd share this because it's been useful for me:
You can get a free account at www.hyperspin.com to monitor the uptime of you app engine site. I have it checking my site every 5 minutes -- and so far I'm at 99.849% uptime in february. It will send you an email if it finds that your site is down, and another email when your site goes back up. I was hoping my site would never ever ever go down but I'm getting alerts every once in awhile (notice the 99.849% uptime - not 100%). If you get an alert, you can check out app-engine status (e.g. http://code.google.com/status/appengine ) if you want to see if anything's going on. oh, and a side benefit, at least for me, is that it seems to keep my site in a "ready" state. before I was monitoring it every 5 minutes, sometimes I'd go to the site and it would seem like "the server is starting up" in the back-ground. this could just be my imagination though.
