I live in Canada. I have a Toronto cell phone number (with SMS). I have tried to verify my Google App Engine account several times, and it fails with User Name or Phone Number error. It gives me no details. No place to ask for help. I followed all the instructions. And now it says I've tried too many times and it is blocking me from trying again.
