say you have an C:\MyDemo\HelloWorld dir which include 2 files:
helloworld.py and app.yaml
then you should go to C:\MyDemo rather than C:\MyDemo\HelloWorld to
perform the cmd("dev_appserver.py helloworld/"
). Hope this helps
