I am not a lawyer, so do not treat this as legal advice:

The terms of service are intended to prevent real abuse. Obviously you don't
have complete control over what your users post, but as long as you respond
promptly to remove any content that infringes the App Engine terms of
service, you should be fine. Our intention is not to take down legitimate
apps based on the actions of their users.
