Using Java you can "Emulate" php for some things. But in most cases applications are not plug and play.

Hopefully soon. If you have your legacy code in one of the supported Java or Python frameworks, than you can use it. But keep in mind, there is no MySQL (and probably will never be). You have to use Google's datastore.
