Do you really need all the entities in a dev version? Use a config file - so you never copy the config back and forth. (it stays specific to the app its in). SVN (or other similar VCS's ;) and branches can help you maintain too branches of the code and merge changes back. Or make the app auto detect which version it is and react apprioatelly - then no code change between the two.
