Do you really need all the entities in a dev version? Can't you just
have a more specific sampling of the data?

Use a config file - so you never copy the config back and forth. (it
stays specific to the app its in). SVN (or other similar VCS's ;) and
branches can help you maintain too branches of the code and merge
changes back.

Or make the app auto detect which version it is and react apprioatelly
- then no code change between the two.

(You could develop with one local app, and then just change app.yaml
when deploying to either deploy the code to the dev app or the live
app)
