I'm having the same problem, but all my tasks are about 140 (86)
average cpu cost.
Still, the tasks are piling up, and my users are suffering from lag
Refill rate is way below the parameter I assigned.
It's executing like 3/s instead of 30/s
Please fix this, App Engine Team, I know you can.
