As a troubleshooting step I would suggest creating a java project that is not a GAE project, and verifying that it works and you can edit JSPs.
Alternatively you can uncheck in your existing project properties the checkboxes "Use Google App Engine" and "This project has a war directory" in the Google settings. If it is a general Eclipse problem (not related to GAE), then other java forums will be more helpful. Also try a bare bones simple "hello world" size JSP.
